Why isn't my ka-bar sharp?

I recently purchased a ka-bar, brand new, ad when I opened it up, I noticed that the blade isn't sharp. I thought it would have come sharpened. I recently heard from a friend that the company has a small layer of metal on the top and all you do is just take some sand paper and the sharpened blade comes out. Is this true or will I have to get a sharpener?
