If a Federal Judge declared military tribunals unconstitutional and Bush continued the implementation...?

On June 29, 2006, the U.S. Supreme Court limited the power of the Bush administration to conduct military tribunals of suspected terrorists at Guant�namo Bay, but it did not completely eliminate that option. Part of the ambiguity pertains to the difference between a civilian and a soldier in the war on terror.
